error 0x800ccc17

I use comcast high-speed cable and can't use my outlook
2000 with this. I'm running windows XP. I get an error
message 0x800ccc17. This is an outlook express error
message. I'm at a loss. Can anyone help me out? Is
outlook 2000 compatible with windows XP or does the
problem lie with the Comcast cable?
