error 0x800CCC33

When accessing my hotmail account via Outlook (not Express) I constantly get
this error:

Sending' reported error (0x800CCC33) : 'Access to the account was denied.
Verify that your username and password are correct.The server responded
'Forbidden'. '

I then go to my hotmail account via IE & I have to type in the letters that
appear in the box. This happens about every other time I send & receive.

How can I keep this from happening?

If this is not a paid Hotmail account, you can't use Outlook to access it.

This is EXACTLY the same problem I have. It began fewer than 36 hours ago.
I have tried everything to fix it. At first I thought it was something
wrong with MS Office Outlook 2003, but now I think it must be Hotmail. Can
anyone please shed light on this?

Since when does this Hotmail account have to be a paid account? I have been
using my account for several years with no problems. This problem only
appeared fewer than 36 hours ago. Also, I have NEVER had to type in the
garbled letters and numbers to authenticate myself when I use a web browser
to access the account.

Furthermore, this behavior is not consistent. Every now and then Outlook
reverts to its normal behavior and I can see and download my messages in
Outlook. But then it goes screwy again.

By April, ALL free Hotmail accounts will cease working with Outlook and
Outlook Express. Microsoft announced this months ago.

At which point I will stop using Hotmail and move all other pop/imap
accounts to thunderbird.

Although "thunderbird" is a mail client and not a server (so you'll need to
find another server, too), this is certainly an appropriate response, and
one I'm sure Microsoft would agree is a good idea, since the free Hotmail
accounts contribute nothing but red ink to the bottom line.
