Error 1406

I recently tried to install the Office 2003 Professional
Upgrade on a WinXP machine running Office 2000. I
received Error 1406: Setup cannot write the value
Excel.Sheet to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared\XML\ProgIds

I assume that there is a problem with permissions in the
registry but I'm not sure how to correct this. Can anyone
offer detailed instructions to fix this problem?

Are you logged in as Administrator or a user with Admin rights? If not you
should do so.

Start> Run then type Regedt32.
- go to the key in question and select it
- Hit Security from the Menu and selected Permissions.
- In the Security tab, you should see AT LEAST four entries with the
following
permissions:
- Administrators ( this is the group of admins, not just administrator
)
- Permissions: FULL CONTROL and READ are checked. Effectively,
this is
FULL CONTROL.
- Everyone
- READ - Effective permissions:
- This Key and Subkeys
- ALLOW: Query Value, Enumerate Subkeys, Notify, and
Read
Control.
- RESTRICTED - Exactly the same as Everyone.
- SYSTEM - Exactly the same as the Administrators group (above). This
means
every permission under "Allow" is checked.
