Error 1406

I am having trouble with a Office XP SBE install on
Windows XP Pro. On the install, I am getting the
following error:

Error 1406: Setup cannot write the value Excel.sheet to
the registry key
HKEY_LOCAL_MACHINE/SOFTWARE/Microsoft/Shared/XML/PROGIds
Verify that you have sufficient permissions to access the
registry or contact your computer manufacturers or product
support for assistance.

Any thoughts are apreciated.
