Error 1606. Could not access network location %APPDATA%\.

I get this error when attempting to install programs. I was trying to repair
Outlook 2007 due to two Outlook issues:

1)your autoCorrect file, ice/OFFICE12\1033\MSO.ACLMSO 1033.acl, could not be
saved.
The file may be read-only, or you may not have permission to modify the file.


2)An error occured in the folder shortcuts file (.fav). Outlook will
recreate the default folder shortcuts.

During the repair process for outlook, I get an error saying:

Error 1606. Could not access network location %APPDATA%\.

I am running Microsoft Office outlook 2007 SP1 Vista 64bit version.

What is the value of your %APPDATA% environment variable? Open Windows
Explorer, then type %APPDATA% into the address bar. Where does it take
you when you hit the Enter key?
