Error 1606 in MS Office H&S 2007 install

I've tried every suggestion that MS has in their FAQs all to no avail.
When I try to install MS Office H&S 2007 I get the following message
(exactly as shown):

Error 1606. Could not access network location:.

I'm running Windows XP SP3. My old office suite installds and runs just
fine. I've removed all references to it from my computer files and registry.
