Error 1706 Limited User XP Home

I am getting error 1706 for a limited user in XP Home. I have tried this
solution: http://support.microsoft.com/default.aspx/kb/258847/en-us ( I had
to download a GPEdit add-on).
I have messed around with it quite a bit and the funny thing is this only
happens when I try to open an Office program from a desktop shortcut icon. If
I open the Office program first and load the file manually, it loads
correctly.

I have had this issue when I upgraded another computer to XP Pro and the
link above solved it, but no such luck with XP Home.

Actually, it only happens when I try to open an Access File Shortcut. It
works fine for Excel and Word shortcuts. It says specifically it's searching
for the Office 2000 Disk 2 which I have in the cd drive. Then after trying to
search for it, it gives the "error 1706: No valid source could be found for
Microsoft Office 2000 disc 2. The Windows installer cannot continue."

Well, I answered my own question. I remedied it by temporarily changing the
new user to an administrator account. I was then able to get it to access
Office 2000 disc 2. I then changed it back to a limited account and Access
Shortcuts now work.
