error 1706 when opening office XP apps using User account

Can anyone help with this. I have seen numerous postings
about this error in the knowledge base but none exactly
fit my problem which is:

I have successfully (I think) installed Office XP
Profesional from a CD (as administrator) and have brought
it up to date with Service Packs and patches via the web.
All the applications Word, Excel etc open fine under the
administrator account however when I sign into my usual
user account and try to open any office app. the
following happens:

1. Message from windows installer "preparing to install,
gathering required information"

2. Error 1706 setup cannot finf required files, check
connection to CD-ROM drive or network.

3. Then rolls back attempted install

4. Word opens OK and is usable

It's just very annoying. I have checked that I have the
office setup CD in the CD-ROM drive and that it is
readable, I have also checked that I have a valid network
connection to the internet. None of these things make a
difference.

I am running Windows XP professional SP2 as my OS and
have windows installer version 2 installed,

Hope soeone can shed light on this issue or suggest a
workaround
