Error 2203 Installing Any Office Software

I'm trying to install Project 2007(but get the same error for any Office
product) on my Home Vista (64bit) system and I'm getting an error 2203
-2147287035. I've searched the forums and googled itand I've done the
instructions to set permissions to the temp folder, but it didn't seem to
help.
