I had the same problem. Try the following:

1. (optionally) Copy the database(s) on several another
PC-s with Office 97 installed. If it (they) opens and are
functioning well (or as you expect), then you can be sure
enough, that the Microsoft Shared folder contains damaged
files.

2. Uninstall Office 97 from your computer by using the
Setup program (pressing there the Remove all button).

3. Delete completely the directory where Office 97 was
installed.

4. Delete everything from the Microsoft Shared folder in
\Program Files\Common Files. If you can't delete some
files or folder from there, then restart Windows in Safe
mode by repeatedly pressing F8 on bootup, and do try the
rest of the files and folders from the Microsoft Shared
folder.

5. Now install Office 97 back with the Setup program.

I hope this will help you. I made the same thing, and now
it's everything fine.

Access 97 on Windows 98, trying to open a (previously
usable) db gives - 'Run-time error 429 ActiveX
component can't create object'.
Similarly trying to create a new db using a wizard -
'ActiveX component can't create object'.
I have tried re-installing without success. Any help
gratefully received.
