Error 9570

I have installed Project 2003 Enterprise edition and
evrything worked. Since then, the DBA has done something
(he doesn't remember what) and all access is now being
denied with a 9570 error.

Can somebody please explain what this means?

Maybe he disabled TCP/IP? We could go on guessing for days! A good DBA keeps
logs of server changes.
