Error: Accessing the excel 2003 file into excel 2007

Recently my system was migrated office 2003 to office 2007. I m getting an
error while creating the excel 2003 file with .xls in excel 2007. The error
message, "The file may be corrupted, located on a server that is not
responding, or read-only". and also the file size less than 18 KB. Please let
me know why this problem is coming.
