Error accessing the system registry

I have access xp running on windows xp sp2. For some reason when I go to
Tools, Referances I get the "error accessing the system registy". This
worked before. I followed the Help suggestion of running setup again and it
did not help. This happens with any database even a new one. I looked and get
the same error in Excel.

Any Ideas?
