Error approving timesheet (MOPS 2007)

Guys,

I would appreciate your help on this one. One of our users gets the
following 2 error messages when trying to approve a resource's timesheet:

1) "Timesheet 'My Timesheet', Doe John, Week 22/52 (5/26/2008 - 6/1/2008):
Next approver cannot be either owner or previous approver"

2) "Your security authorizations do not include the approve timesheet
category permission for at least one resource in the list of selected
timesheets. Refine your selection, and then try again or contact your system
administrator."

Is it normal that there's a pre-defined name in the "Set next approver" field?

For whatever reason the user can approve the timesheet when given
Administrator's permissions. Which global permission does define whether
somebody can approve timesheets or not? Is it "Accept timesheets" from the
"Time and Task Management" group?

I think it is a category permissoin on the resource, approve timesheet.
