Error: Can't be started. Was unable to initialize the Windows Registry

Dear all,

In Windows XP, the user logins using limited account.
If the user activate Access 2003 first, after that, if the user open Access
97, he will get the following error :

Can't be started. Was unable to initialize the Windows Registry

How to solve this problem ?

Unfortunately, there are registry entries that need to be updated when you
switch from one version of Access to another, so it may be necessary to give
the users greater permissions (or determine exactly which registry entries
are being updated, and relax the rules around those keys)
