Error: "Can't move the items" OL 2002; but can del and move

In outlook 2002 sp3, there are some six month old emails in a folder
that I cannot move. The error is "Can't move the items". I've tried
exporting to another pst and the error persists. But, if I delete the
emails, I can drag them into any folder I want. Anyone know what this
is? I've run

Inbox Repair SCANPST.EXE

and it finds no erros. The pst is about 200mb...gets compacted
regularly. I'd like to know a real fix because I think it's an indicator
that there is something wrong with the pst.
