error: Can't open this item. Could not complete the operation.

I have users that receive newsletters in their mail. One
week they can open the newsletter fine. The next week,
they will get the following message: "Can't open this
item. Could not complete the operation. One or more
parameter values are not valid."
The only difference I have found between the two
newsletters is the size of the message. If 40k or below
it opens fine. If over 40k, they get the error. I do
not have any size limits applied to their application or
to the Exchange Server 2000 in this organization.

Any help is greatly appreciated.

In Outlook 2002 there is a message size limit that can
be set in the Options area by the client...
