error configuring PWA

I've configured PWA in my Sharepoint Central Administration, But the error I
get when I'm browsing to the PWA URL is:

'Project Web Access cannot connect to Project Server. For more, information,
contact your system administrator'.

I'm using the 'Deployment for Project Server 2007 guide', but could find
anything relating this problem. Project Server is installed on a separate
server. This server is provisioned to the correct farm and the Project Server
service is running on this machine.

Does anyone have an idea for a solution? Could it be a permission issue?

That's correct.

I'm using the 3 tier model : 1 SQL Server, 1 App. Server and 1 WFE Server.
I've configured PWA on my WFE, but when i go the URL the error is given.
