Error creating server based rule

I have a user attempting to created a basic server based
rule in Outlook XP sp2. The rule is set to move incoming
mail from a specified sender to a newly created folder in
his mailbox. He has not exceeded the 32kb limit for rules.
Permissions on the users mailbox and folder are configured
correctly.

The error message:

This rule could not be created. Check your folder
permissions.

We're using Exchange 5.5 sp4 / Windows 2000 sp3.
