How to create a rule in which all email with a specific subject line causes message to have specific

I am using Outlook 2007, SP2, on a computer running Windows XP Home,
SP3.

I want to create a rule in which any message that has a specific
string within its subject line to have a specific color in the inbox.
When I tried to implement such a rule, I found that I could only do it
based on the email being from a specific sender, but not one that
acted based on the subject line. I only see provision for
color-coding a message based on the identity of the sender.

Is there a way to do this?

You can do it but not from the organize pane - you need to do it directly in
the automatic formatting dialog. If you are in Organize, click the button on
the right of the pane to open the dialog or go to View, Customize.
