Error Creating WSS Site when Publishing from Project Pro 2007

Setup:
Project Server 2007 SP1
WSS 3.0 SP1
Project Professional 2007 SP1

Problem:
When I publish a project to our new project server I get prompted if I want
to create a WSS site for the project. I select that I do and check all the
information to make sure that it is correct and click ok. The project
publishing successfully however the WSS site is never created. When I go
into the Manage Queue I see that the WSS create job has failed with the
following error

I have look online and on this discussion board and have not found anything
that can provide an answer to my problem. Any help would be greatly
appreciated in getting this resolved so that when I publish a project the WSS
site gets created as it should.

Additional Info: I have tried to create the site manually after the project
has been published, but when I go back and make changes to the plan and
republish, the publishing job fails and I can't publish the plan.

Elevate logging to Verbose for the Project Queue (Central Admin, Diagnostic
logging), publish plan/create WSS site and capture information from log. You
should see additional information as why it's failing.

Once you have the info, remove verbose logging as your log files will grow
to a huge size.
