Error in sending email - OUTLOOK

When I try to send an email in OUTLOOK, I receive a popu indicating the
following :

Tha add-in "C:\WINDOWS\system32\fxsext32.dll" could not be installed or
loaded. This problem may be resolved by using Detect and Repair on the Help
menu

I follow the instructions but nothing happens.

With Outlook closed, delete the file extend.dat found in the (usually hidden)
folder %UserProfile%\Local Settings\Application Data\Microsoft\Outlook (for
Windows XP) or %LocalAppData%\Microsoft\Outlook (for Windows Vista). Then try
again.
