error inserting wmf graphic objects

I recently installed Office 2003 Professional. I get an error if I try to
insert any .wmf object into any of the Office products. I can insert other
types of graphics without a problem. If I open an older Office file which
includes .wmf objects the objects do not display.
I have already uninstalled and reinstalled Office and the error continues.
I have also added all of the optional converters and filters via "Change or
Remove Programs" and that didn't fix the problem either.
I am out of ideas to try.

Are you using Insert=>Picture (usually preferred) or Insert=>Object?

Insert picture from file. That gets me a dialog box to convert the format.
WMF is one of the choices but always results in an error. I have also tried
drag & drop. Inserting clip art .wmf gets the same results.
