error mess on start up unable to access configuration for ms pers.

Upon start up getting a message in a box that says unable to access
configuration for MS Personal Web Server. I was not aware I had that. I don't
use it and have gone into files to try and find to delete with no luck. I
have defraged comp with no luck. Have active virus protection. This seems to
be slowing computer down.

What version of FP?
Did you create this web on this machine?
If not, how did this web get on this machine?
