Error Message 0x8004210A

I'm continuing to get an error message: "Sending and receiving reported
error (0x8004210A): The operation timed out waiting for a response from
the receiving POP server. If this continues, contact your ISP."

There are no problems with my connection. Per Microsoft website, I've
disabled NAV email scanning. But, I continue to get this message, and
it takes Outlook a long time to send/receive.

Can anyone help? Should I reinstall Outlook? If so, will I lose all
of the emails I have saved in folders? Help???
