error message 0x800ccc67 while sending emails

Every time I try to send an email I get the message:An unknown error has
occurred. Account: 'pop.charterinternet.com', Server:
'smtp.charterinternet.com', Protocol: SMTP, Server Response: '421 Service not
available', Port: 25, Secure(SSL): No, Server Error: 421, Error Number:
0x800CCC67. I have contacted my internet provider and they say it is an
outlook issue. I don't know what to do.

Perhaps Charter Business is having server problems. I just connected to
that server moments ago, so I'd try again if I were you and if it still
doesn't work, call Charter because you're paying them for support.
