Error Message 0x800ccc78

Message 553 says the domain name does not exist. I've been using this domain for years without a problem. POP and smtp server info is correct. Everything in the "properties" field is correct. My broadband service (Cox) says the problem is with Microsoft and that they don't have a license to support Outlook, only Express. Does anyone have an answer for this? Thanks. - John
