Error Message "Cannot Open one or More Attachments"

I am getting this message while attempting to send an Access table as a
Excel 97-2002 file via e-mail to a another party using Windows 2000, Office XP
Sometimes it works, sometimes it does not.
We have tried recycling the e-mail server and this seemed to help for awhile
What could be causing the problem
