Error Message Creating New Web Site

Have a user who is receiving the following message when
creating a new web site:This operation requires author
permission for hppav:80
Nothing has changed on this computer since the last time
the user was using the application. Any ideas? I can
find nothing on Technet regarding this issue. Any help
would be appreciated. Thanks
