Error Message for Previous Check-In

One of our managers has been trying to open a project from the Project Server
2007 that she has permissions to read/write and has opened before. However,
she is receiving a recurring message "Project cannot be opened in read-write
mode because a previous checkin for this project is not complete. Do you
want to open this project read only?" Both the project owner and me (EPMS
Administrator) have opened, saved, published, checked back in the plan and
can access it as expected. I have made sure the Queue is cleaned and it's not
sitting in Forced Check In. We have tried cleaning out our Local Cache two
ways:
-Windows, Start, Run, %data%, Microsoft, MS Project, Cache, and deleting
files; and
-MS Project Professional 2007, Tools, Local Project Cache, Clean Up Cache by
Projects Not Checked Out to You and Projects Checked Out to You

She is then able to open the project, but when she leaves it and reenter
EPMS, she is receiving this same error message again.

Any ideas of what to try next? Suggestions are welcomed!

Out of curiosity, is this user closing the project by clicking File - Close,
waiting a moment for the Local Cache to clear, and then clicking File -
Exit? If the user is clicking the Close button for the Microsoft Project
2007 application to close both the file and the application, that can cause
the project to get "stuck" in a checked out state in the Local Cache. Let
us know what you find.

Hi Dale,

The project manager opens from the Project Center and when she goes to close
it, she using File Save, File Publish and File Close to check the project
back into the Project Center. She'll refresh her Project Center and she has
checked to be sure it Saved and Published successfully (Edit Project
Properties), but when she tries to open the project again, it only wants to
allow her Read Only access. Any other ideas of what I might try to test out
(they are all appreciated)? As an aside, it is only happening with 2
projects. We've looked at permissions for her and what we can see for the
project, and they appear to be correct.

I don't understand. Although a user can open a project from the Project
Center, the system opens the project in Project Professional 2007. From
there the user can edit the project, save it, publish it, and close it. But
it doesn't check it back into the Project Center. So, I'm lost with your
description.

What happens if the user opens the project directly in Project Professional
2007 and does not use the Project Center page at all. Is the behavior any
different regarding the stuck in checked out mode issue? Let us know and we
will try to help.

Hi again Dale,

Sorry, I wasn't descriptive enough. When I said she Closes it to check it
back in, I meant she selects File, Close and the dialog box appears for her
to Save Changes or Discard Changes and Check In the project, OK button. In
the meantime, we'll give the opening directly from MS Project Professional a
whirl and see what happens. Thank you again for all your help.

I forgot to ask if the user in question is at the same Service Pack level
and Cumulative Update level as everyone else in your organization. We
recommend that each user's Microsoft Project Professional 2007 be at the
same level of updates as the Project Server system. Let us know.
