error message "httpd.conf"

this is a new problem - tried to post my website changes and now I keep
getting an error message unable to access "httpd.conf" what does this mean.
Have not had this problem before.

httpd.conf is a configuration file for an Apache web server. Ask your
host to check the permissions on http.conf.
