Error Message in outlook 2003

Hi i nhave outlook 2003 on a xp pro laptop, in the last week or so if i
receive an e-mail with a web link the following error message is displayed

This operartion has been canceled due to restrictions in effect on this
computer. Please contact your system administrator.

every thing else is working ok, and no new software has been installed.

Any help on this.

Reset or reassign your favorite Internet browser as the default in Windows.
It appears that it is no longer properly registered.
