error message in Outlook: your current security settings prohibit.

In Outlook 2003 I get this error message every time I start a new message:
"Your current security settings prohibit running ActiveX controls on this
page. As a result, the page may not display properly." Sometimes the page
displays normally, sometimes it doesn't. I have tried every security setting
with no effect on the security setting. I would greatly appreciate any help
someone could provide.
