Error Message Junk Mail

When I try an organize to turn on Junk Mail I get an
error message "You are currently working offline. To use
this command you must restart Outlook and choose to
connect to the Exchange server."

The only problem is that I am not on a network, I have no
Exchange server to connect to and none is specified in my
e-mail accounts or any where else. This feels like a bug
in the system of Outlook 2002.

Any Ideas?
