Following are the most common causes of this error:

1) Problem with Internet connection with e-mail server
2) Incorrect configuration of Profile.

Please make sure that you are connected to the email server and profile is correctly configured in Outlook.

After splitting large sized PST files into smaller fragments you will be able to access Outlook and resolve entire problems.
