A user cannot submit a form; they receive the following message:
"Some rules cannot be applied.
Details:
InfoPath cannot submit the form. An error occurred while the form was being
submitted. A value in the form maybe used to specify the file name. If you
know the value in the form that specifies the file name, revise and try
again."
If me or another user attempt to submit the form, it will go through. So
why would one person receive this message?
