error message upon opening Outlook 2003

I have just upgraded many of my users to Outlook 2003 from Outlook 2000, today several of them got this error message when opening outlook"" The extension config file "c:\programfiles\microsoft office\office\addins\fldpub.ecf" could not be installed. There is an error in the syntax of format of the file". Also there Outlook 2000 is still on these machines after the upgrade
