Error message when installing Access 2003 Runtime version

I have been getting an error message when trying to run a setup from an
Access 2003 Extension Package. The error msg is: "Please insert the
disk:Microsoft Office Access 2003 Runtime." This is not a consistent error
message when I install my program on other machines. The setup package does
include the ACCESSRT.CAB and the ACCESSRT.MSI files. So I'm a bit lost on why
this would happen.
