I'm trying to delete a rule in rule wizard but when I hit "OK", it says
"Unable to update. An object is missing". How do I fix this and remove a
rule.

If this were to happen to me, I'd export all my rules with the Rules Wizard,
stop Outlook, restart it with the /cleanrules command line switch, then
import the rules again.
