Error msg: Unable to open the Outlook Window. The set of folders .

I was setting Outllook 2003 for use with MSN and a POP3. Error occurred
during synch process. I went to restart and received this message. I even
have completely reinstalled Office and am still getting the message "Cannot
start Microsoft Outlook. Unable to open the Outlook Window. The set of
folders cannot be opened.". Your suggestions would be appreciated. Thank you.
