Every time I insert a picture from clipart or one from Microsoft Clips
Online I get the above message on my document. Now when I log on as the
administrator it works fine but when I log on as myself it doesn't.
I'm running a Windows XP Professional machine on a Windows Server 2003
network. My profile is setup as a power user. Hope I've given all the
necessary info.

It sounds like you might have to modify your settings/user preferences and
permissions used outside of Administrative access. It could also be related
to your Firewall settings.
