Error opening database.

When I try to open a database in Access 2003, either an existing one or a
blank database, I am getting the error:

"Workgroup Administrator couldn't create the workgroup information file.
Make sure that you have specified a valid path and file name, that you have
adequate permissions to create the file, and that you have enough disk space
n the destination drive. (-3100)"

I am logged on as an administrator, have tried making a database at the root
level to ensure valid path using the default name "db1" and I have about 30GB
of free disk space.

After clicking ok to that message I recieve a second messagebox:

"Microsoft Access couldnt find file '<Asian characters>'. This file is
required for startup"

<Asian characters> is what appears to be 9 characters.

Any help on this would be greatly appreciated.

Ok, after much research and tinkering I've upgraded my situation from
desperation to making progress. I have learned that my problems are due to a
file called System.mdw. It seems to have something to do with secuity and
Access databases. I've re-created the file, made it read only, added myself
to System.mdw through Acces(Tools > Security > Workgroup Administrator) and
It tells me that I have been added succefully.

Now when I try to start a blank database I get the message:

"You do not have the necissarey permissions to ue the 'C:\Documents and
Setting\Mark\Desktop\db1.mdb' object. Have your system administrator or the
person who created this object establish the appropriate permissions for you."

I have tried to create/open a database in my account(administrator account)
and the Administrator account and I get the same result either time.

I'm making slow progress but I would still very much appreciate any help.

Well, it seems like there are a number of us in the same boat....
I am in pretty much the same situation and have tried numerous detect and
repair, unintstall/reinstall Access and also Office in its entirety. None of
which have helped the situation. I have even tried starting in "safe mode"
and that didn't work either. Since this occurred before I went to SP2 of XP,
I don't think going back will help either. I think there must have something
to do with Visual Basic and its linkage to Access. Maybe there are other urls
that can offer more expert help?????
