Error: 'Paste' isn't available now. Action 'not currently availabl

After copying my Access 2003 database to a new PC, most times I open it (but
not always), the 'Paste' function won't work in Access, while it continues to
work in Word. Text clipped from another Office 2003 application (Outlook,
Word) will paste into an Access form, but when I use Ctrl-C to clip from
within an Access form, that text doesn't appear in the Clipboard, nor will it
paste into another field in the same Access form using Ctrl-V.

The Access error message is: "The command or action 'Paste' isn't available
now. *You may be in a read-only database (not true - I've checked); *The type
of object the action applies to isn't currently selected or isn't in the
active view (I don't understand this); *Use only those commands and macro
actions that are currently available for this database."

I also use Quickeys for Windows, a third-party macro program, and I notice
that at the same times that Paste won't work in Access, nor will the macros
I've set up in Quickeys. The same Quickeys macros continue to work in Word,
Outlook, etc).

How can I find out why my actions (presumably macros) are not "currently
available for this database?"
