Error Repairing Office 2000

On XP whenever we do a repair of Office 2000 on one of our computers we get
the error below about 70% of the way through the repair.

Microsoft Development Environment
Unexpected critical error: can’t start program

And when we click OK to get past it the repair completes successfully and
works great as it should. Below are also the Application event viewer items
that we get but don't seem to help me. What is causing this?

1st message in Application Event Viewer...
Detection of product '{00020409-78E1-11D2-B60F-006097C998E7}', feature
'ProductFiles' failed during request for component
'{CC29E943-7BC2-11D1-A921-00A0C91E2AA2}'

SOURCE msiInstaller ... EVENT ID 1001

2nd message in Application Event Viewer...
Detection of product '{00020409-78E1-11D2-B60F-006097C998E7}', feature
'ProductFiles', component '{8A5164B9-3E0E-4C82-A0A3-AD28DCB732EB}' failed.
The resource
'HKEY_CURRENT_USER\Software\Microsoft\Office\9.0\Excel\Security\Level' does
not exist.

SOURCE msiInstaller ... EVENT ID 1004

By the way, this key does exist.
'HKEY_CURRENT_USER\Software\Microsoft\Office\9.0\Excel\Security\Level'
