Error starting Outlook with BCM

I have a client that is trying to use BCM. He installed it and is able to
create BCM databases. However each time he starts Outlook 2003, he gets the
following error from Business Contact Manager "The information store could
not be opened."

The correct version of MSDE is running, the logs report the databases are
opened. I can't find any indications of what the problem is.
