I have a user with Outlook 2002 SP 2 on WinXP Pro SP 3.
When she accepts a meeting she gets the message "You cannot respond to a
meeting without an organizer. You must add an organizer field to the item."
This seems to only happen when the person sending this is booking one
particular boardroom.
