Error when assigning office2003 to group policy

Hello,

I have problem with office 2003 deployment over group policy.
When I am trying to assign pro11.msi file to group policy ( -->Computer
configuration -->Software Settings--> Software Installation--> Assigned), an
error appear "Add operation failed. Unable to extract deployment from the
package. Run validaton on the package to ensure thaz the package is correct"
I made mst package with office 2003 resource kit, but there is problem with
msi.

This operation i did with non-administrative credentials, but i have
delegated rights to do it (another msi packages like service pack, mbsa etc.
was succesfully installed over group policy)
