error when creating site. site does not seem to exist

Hi,

I get the error:
"Error when creating site. site does not seem to exist." when I try to
manually create a site in PWA. I've checked the site owner mail address
and the address is in there. I've run proxycgf, restarted the server,
reset IIS and everything mentioned in the previuos posts.

Any idead what else I can check?
