Error when opening document

We have Office 2003 installed on a 2003 Terminal Server and have restricted
access to the C: drive. Whenever we go to Open a document in Office, it gives
an error 'This operation has been canceled due to restrictions in effect on
this computer'. It seems to be Office default Open location is the local
drive. Is there any way to stop this for all users?

I looked at the Office adm but nothing in there.
