Error when starting Outlook

I am getting this error: Cannot open you default e-mail folders. Microsoft
Exchange is not available. Either there are network problems or the Exchange
computer is down for maintence.

I have checked the users .ost file in his c:\documents and
settings\username\application data\microsoft\outlook. Only problem is that
it isn't creating that file to check. This is happening on multiple pc with
the same user. No one else on the network is having this problem.
